I. Basic Situation
Since July 27, 2023, affected by the subtropical high-pressure belt, the western region of Chongqing has experienced torrential rain, with floods exceeding warning levels in 12 rivers. The Qiongjiang River basin in Tonan District suffered a once-in-a-century catastrophic flood, with heavy to torrential rain in 19 towns and streets and 35 rainfall stations. According to meteorological department statistics, within 24 hours, the rainfall monitored at 35 rainfall stations in 19 towns and streets in Tonan District was 51-233.4 mm, with 7 stations detecting extremely heavy rainfall, the maximum rainfall reaching 329.6 mm, exceeding the historical extreme value of Tonan's meteorological records in some locations. The maximum rainfall measured at the upstream rainfall station of the Qiongjiang River reached an astonishing 440.9 mm, with extremely rare instantaneous intensity. Short-term heavy rainfall, coupled with upstream flood discharge, quickly formed a huge flood peak in the Tonan section of the Qiongjiang River.
Affected by the torrential rain in the upper reaches of the Qiongjiang River, the water levels in Chongkan, Baizi, Taian, and other towns along the river soared, and serious flood disasters were caused by torrential rain in Wugui, Wofo, Xinsheng, and other towns in the southern mountainous areas. Near Shuitou Village in Baizi Town, Tonan District, which was severely affected by this rainfall, continuous torrential rain trapped villagers in multiple locations, with some locations trapping more than 30 people and others more than 70. The lives and property of the people are seriously threatened.
II. Rescue Operation
(1) Basic Process
At 7:30 pm on July 28, after the Zhongyue Aviation rescue team received the rescue mission for Baizi Town from the emergency department, they immediately organized ZY-50 UAV mobile operation platform vehicles, four ZY-XF50 heavy-duty rescue UAVs, and more than ten professional technicians to rush to the scene in the rainy night to carry out water rescue operations. From 0:00 am to 8:00 am on the 29th, the UAVs delivered more than 500 kilograms of emergency supplies, including water, food, lifebuoys, and life jackets, in batches to the locations where people were trapped, effectively solving the water and food supply for the trapped people and ensuring the safety of the people. During the delivery of emergency supplies, the UAVs discovered two people who had fallen into the water and promptly delivered life jackets to them, successfully rescuing the two people. This action embodies the concept of "people first, life first".

(2) UAVs and Supporting Equipment
The water rescue operation deployed the Guardian ZY-XF50 heavy-duty rescue UAV, ZY-XF50 one-vehicle-two-UAV, one-vehicle-four-UAV equipment vehicle, material throwing device, and other equipment.

III. Case Summary
The flood disaster caused by this round of short-term extremely heavy rainfall is characterized by high instantaneous intensity, high risk index, and a wide range of affected areas. Faced with the sudden rain, flood, and disaster situation, the Zhongyue Aviation rescue team worked together to launch a flood control and rescue operation using UAVs. Taking full advantage of the advantages of the ZY-XF50 UAV's fast response speed and large carrying capacity, it carried out emergency water rescue operations. It completely overcame the difficulties of carrying out night flight rescue operations under the extreme conditions of "water cut-off, power cut-off, and road cut-off", and implemented safe and efficient operations.
