  I: Test Objectives

  To address the practical challenges of emergency rescue in the "last mile" under extreme conditions such as "broken roads, broken networks, and power outages" (hereinafter referred to as "three breaks"), accelerate the practical application of advanced and applicable unmanned aerial vehicle (UAV) systems in emergency rescue, and comprehensively test the task execution and environmental adaptability capabilities under plateau, high-cold, and "three breaks" extreme conditions, the UAV Emergency Rescue Technology Key Laboratory of the China Fire Rescue College, commissioned by the Department of Science and Technology and Informatization of the Ministry of Emergency Management, organized a high-altitude "three breaks" scenario UAV rescue test and verification in Muli County, Sichuan Province from October 27 to 30.

  II: Test Location

  The UAV Emergency Rescue Technology Key Laboratory of the China Fire Rescue College, commissioned by the Department of Science and Technology and Informatization of the Ministry of Emergency Management, organized a high-altitude "three breaks" scenario UAV rescue test and verification in Changhaizi, Muli County, Sichuan Province.

  III: Verification Content

  The verification work was hosted by the Department of Science and Technology and Informatization of the Ministry of Emergency Management, undertaken by the China Fire Rescue College, and co-organized by the China Earthquake Emergency Search and Rescue Center and the China Civil Aviation Emergency Rescue Alliance. The verification work was divided into four stages: plan preparation, organization and registration, on-site verification, and evaluation and summary.

  22 units were selected to participate, with 45 sets of medium and large UAVs deployed on-site, and more than 300 participants. Zhang Binchuan, safety production inspector of the Department of Science and Technology and Informatization of the Ministry of Emergency Management, provided on-site guidance for the verification work. Relevant leaders from the Emergency Rescue Coordination and Plan Management Bureau, Flood Control and Drought Relief Department of the Ministry of Emergency Management, the National Fire and Rescue Bureau, Sichuan Provincial Emergency Management Department, Sichuan Provincial Fire and Rescue Corps, Sichuan Provincial Forest Fire Fighting Corps, Heilongjiang Provincial Emergency Management Department, Liangshan Prefecture Emergency Management Bureau, and Muli County People's Government observed the verification work results.

  This verification selected the Changhaizi area in Muli County, Sichuan Province, as the test site to conduct multi-dimensional comprehensive verification of the environmental adaptability, operational efficiency, and task capabilities of UAVs in disaster reconnaissance, communication support, material delivery, and fire extinguishing tasks during rescue operations. The verification subjects were comprehensive, the degree of practical application was high, and the challenges were great. The verification work adhered to the standards of being practical, difficult, and strict, highlighting the verification of diversified technological equipment routes.

  This verification, combined with the needs of "island" rescue missions under "three breaks" extreme conditions, set four test subjects: construction of an emergency communication network for UAVs, long-range disaster reconnaissance beyond visual range, precise delivery of materials beyond visual range, and precise fire extinguishing. It systematically tested and verified the UAV solution for breaking through the "last mile" of emergency rescue. The participating UAV models covered typical UAV configurations such as multi-rotor, helicopter, and vertical take-off fixed-wing, highlighting the verification guided by practical needs.

  The subjects were set based on typical disaster rescue cases and UAV characteristics in recent years, using scenario construction to set task scenarios. The verification site was selected in a high-altitude forest area far from urban areas, with steep terrain, dense vegetation, inconvenient transportation, and no public network coverage; highlighting the verification of task execution capabilities and efficiency. High-challenge verification was emphasized. The Changhaizi verification site is located in a plateau mountain valley area (altitude approximately 3600m). During the verification period, there was rainy weather, and the UAVs experienced unfavorable environmental factors such as light rain and fog, large temperature differences and low atmospheric pressure, and air turbulence.

  This test and verification work comprehensively examined the development achievements of emergency rescue UAV equipment research and development, tactics research, and practical application, laying a solid foundation for promoting the improvement of emergency rescue UAV capabilities and equipment construction. Next, we will continue to strengthen the deep integration of UAVs with emergency rescue operations, adhere to the use of practical tests to verify the core technologies of UAV equipment, promote the integrated development of "government, industry, academia, research, and application" of UAV rescue applications, improve the development ecosystem of emergency rescue UAVs, and enhance the level of practical support.

  IV: Basic Situation of Test UAVs

  1. UAV Performance

   The Zhongyue Aviation, Guardian ZY-XF50 UAV has powerful power performance. Due to its aviation aluminum design, its power performance is about 30% higher than other multi-rotor UAVs. It adopts a four-axis eight-propeller configuration, with a wind resistance level of ≥7, a payload of 50KG, and centimeter-level positioning accuracy.

  2. UAV Mounting Platform Mode

  ① Firefighting with Mounted Fire Hose
 
  The UAV mounts a fire hose connected to ground water supply equipment to spray Class A foam on the fire area. It has a rapid suppression and extinguishing effect for facade fires in high-rise buildings.

  ③ Fire Extinguishing with Mounted Pressure Tank

  The UAV mounts a dry powder or water-based pressure tank to spray extinguishing agent on the fire area, for fire extinguishing operations in mountainous areas and cliffs where personnel cannot reach.

  ④ Material Bomb Launch Rescue Function

  The UAV mounts material bombs containing various fire and rescue materials. It uses UAVs for rapid material delivery to help trapped personnel rescue themselves.

  Equipped with a new fire hose launch module, the front end of the fire hose has a detachable hook device and a 270° water outlet function, connected to the ground water supply, efficiently and quickly solving the problem of fire hose laying in high-rise buildings.

  The drone carries various materials such as food, medicine, and life rafts, performing precise targeted drop-offs to solve the problem of material transportation in emergency rescue operations.

  Five: Test Results

   Zhongyue Aviation drones arrived at Changhaizi at 7 am on the 26th for aircraft adaptability debugging. At that time, the weather conditions were severe, with wind speeds reaching level 6, fog, and light rain, and an outdoor temperature of 3℃. We conducted preliminary tests on two ZY-XF50 drones, taking off at an altitude of 3678 meters, flying at an altitude of 100m, a distance of 1 kilometer, and a speed of 28m per second, carrying a 30KG drop-off fire extinguishing projectile for heavy-load flight. The aircraft did not undergo any adjustments and fully adapted to the harsh on-site environment.

  On October 28, Zhongyue Aviation participated in the within-visual-range fire extinguishing projectile drop-off subject, deploying 3 ZY-XF50 drones for formation operations. Two fire extinguishing projectiles hit the center of the fire scene, successfully completing the fire extinguishing projectile drop-off task. The entire takeoff and landing operation time did not exceed 5 minutes, fully verifying the flight performance of the ZY-XF50 drone. The aircraft has high overall integration and strong maneuverability. Under any conditions, it can be quickly deployed for operation within one minute, seizing the initiative in early fire fighting by acting quickly, effectively, and swiftly. It received high recognition from emergency rescue and fire rescue leaders and drone manufacturers in the same industry.

  On October 30, in the reporting exercise, Zhongyue Aviation made its debut, performing fireline cutting operations. When the fire was large, the on-site commander immediately issued an order, commanding 3 fire rescue drones carrying drop-off fire extinguishing projectiles to immediately fly to the fire scene for fireline suppression. Following the commander's order, 3 Zhongyue Aviation heavy-duty fire rescue drones, model ZY-XF50, carrying 3 forest fire-fighting projectiles, quickly flew to the fire scene. The 3 aircraft formed a single-file formation and arrived above the fire scene. Using the drone's built-in image transmission system, they accurately aimed at the fire point and successively dropped three forest fire-fighting projectiles, accurately hitting the fire target and completing the fireline cutting operation.

  Six: Summary

  First, congratulations on the successful completion of the Sichuan Muli "Three Breaks" scenario plateau practical verification hosted by the Ministry of Emergency Management and the Fire Rescue College. Thanks to this verification, through simulating different fire scenarios, the real performance and adaptability of our drones were tested, and we realized the huge impact of the plateau environment on the equipment. Only practical application is the only standard for testing products, and it also made us realize the diversity of fire scenes.

  In this verification process, we also realized the role and positioning of fire-fighting drones in current emergency fire rescue, guiding the direction of future research and application of fire-fighting drones in emergency fire rescue, and there is still great room for improvement in fire-fighting performance such as functionality and stability. Through this verification, we will do our best to overcome technical and other difficulties and add our own strength to emergency fire rescue.
